Tower Scaffold Planning in Singapore
What MOM guidance says about tower scaffold responsibility, height-to-width limits, training, tying and inspections.
Short answer
Tower scaffolds are excluded from the ASC requirement regardless of height, but they remain subject to other duties. MOM says they must be erected by trained scaffold erectors under a trained supervisor and inspected in accordance with the regulations.
ASC exclusion does not remove other duties
MOM’s current scaffold FAQ describes tower scaffolds as an excluded type that does not require an ASC to erect. It also states that erection must still be carried out by trained scaffold erectors under the immediate supervision of a trained scaffold supervisor.
The responsible person should verify the training, system instructions and conditions of use for the specific tower. If it is proprietary, the manufacturer may require additional training or impose more onerous limitations.
Dimensions, tying and environment matter
Tower stability depends on base dimensions, platform height, whether the tower is indoors or outdoors, the foundation, wind exposure and effective tying. MOM points users to Regulation 51 and SS 659:2020, as well as manufacturer instructions.
Moving a mobile tower can change ground, terrain or weather conditions. The scaffold supervisor must assess whether the earlier inspection remains applicable.
PE requirements are configuration-specific
MOM states that PE endorsement for tower scaffolds is not mandatory except for special applications. That does not justify a blanket no-design assumption: the actual arrangement and site conditions must still be checked.
The enquiry should state the intended height, base, environment and use so the responsible parties can identify any design and tying requirements before quotation and erection.
